To provide increased access to transportation and to develop more affordable transportation options for low-income individuals and families seeking employment and education.


To support the expansion and development of affordable, quality childcare programs and incorporate options for non-traditional childcare services for low-income individuals and families.

Services, Supports, & Community and Civic Engagement

Establish community empowerment centers to provide services, supports and mentoring to low-income individuals and families that enable them to engage in community activities and gain the necessary skills to lead productive, financially stable lives.


To encourage home ownership and access to affordable quality housing for vulnerable populations through public and private partnerships.


Short Term

The short-term goal of BBAPI through the 2018-2019 Grant Program is to decrease the impact of poverty by 15% for targeted populations in the City of Binghamton by March 31, 2019.

Long Term

The overall goal of BBAPI is to decrease poverty by 30% in Broome County communities by 2030.
